Could anybody point me in the right direction for creating an interactive mindmapping Wiki type website which anyone can edit?

I plan to create a mind map about politics in the UK which anybody can edit. Similar to the one shown at. http://www.rubenswieringa.com/blog/interactive-mindmap. However this one would be editable by anyone. Anyone could add extra nodes and each node on it would a be a discussion page which would load alongside it. Anyone that could point me in the right direction about which software to use and the best way to approach it code wise.
