How can I create a dynamic page that will let me login certain people to access files, download and upload files, and allow for comments?

I'll admit I'm quite new to the web development arena. I'm creating a website for my organization and need one of the pages to do several things. The members want a page in the website that they can log into. On this page would be files (say a draft letter) that they can either upload or be able to download if it is already there. Additionally they would like to upload files from their location (as edits to an original file). This page would also serve as an archive online of all files pertinent to the organization. I have tried pouring over tutorials and am getting quite a large headache. Any help is appreciated.
