How to display the links of relevant pages on a particular page?

Situation 1: My website consists of simple htm, html pages. I want to display 10 - 20 links of relevant pages that automatically appear at the end of each article. Is it possible? Any help will be highly appreciated. Thanks in advance. Situation 2: I have defined and explained 1000 terms. Every term has been defined on a different page. All pages are simple htm, html pages. I want to display the links of 5 most relevant terms at the end of each page. I am unable to do it manually. Is there any method to do it automatically. Any help will be highly appreciated. Thanks in advance.
