Skinning Button with different skin size in each button state

I'm trying to make my custom flex button skin in Flash CS3, in some state (which is Over and Disable button state) I've created different skin size, but after I export to .swc the skin is resized to normal button size..looks ugly. so how could I create different skin size in some or each button state and also adjusting button label to certain position, please give an example..thank you..
